One of my favorite female foreign journalists Clarissa Ward did a story last year about Russian influence in the CAR. It is such an underreported story and one that is killing locals, their family and their economies and creating dangerous situations for Westerners who still work in some capacity across the continent (I am thinking especially of employees from organizations like MSF as well as other non-profits who genuinely want local communities to thrive.
The idea of Assad and Putin crowing about their maturing nations is laughable at best.

The Russian footprint goes way back to the beginning of the Cold War in what they called the Third World at the time. Actually they began to seed the relationship with India, Vietnam and China during the Versailles Treaty negotiations. While the countries that were seeking indepedence from colonial rule weren't able to get appointments to speak with Truman or other leaders of the Great Powers, the Soviets were staying at a hotel and took appointments with them. M.N Roy from India was one. Later on, the Soviets had penetrated Angola, Madagascar, Syria, Libya, Egypt, and a few other states. So Russia already had a footprint, especially in states that were being run by military nationalists.
