The 'no war' narrative is highly indicative of old Soviet tropes: what it really meant was war against anyone that was against the regime until their annihilation, and the unconditional defeat of the Russian adversary. That is how the Russians define peace. Anyone who doesn't get that has no idea what the leadership in Russia is all about. The same can be said for "disarmament", which really means the unilateral disarmament of the adversary. There is a hefty literature from the Russians about this.
